When the airport capacity decreases, a formula which is used to compute the landing time of aircraft is given according to the rules of dynamic change of landing aircrafts' queue length. Secondly, the rules of dynamic change of departing aircrafts' queue length in the case of landing aircraft having higher priority according to the relation between departure capacity and arrival capacity are proposed. Then, the minimum of cost is selected as the goal to determine when and how many flights needed to be alternated according to the length of landing and departing aircraft queue. The method to choose optimum alternated route and flow chart to implement alternated strategy are also given.
