It is a current research hotspot. The difficulty of modeling lies in how to effectively coordinate the orderly relationship between individuals, resources, and tasks. This problem lies in state-owned enterprises. It is particularly prominent in innovative institutions. Game theory has outstanding advantages in the measurement and construction of Nash equilibrium composed of complex systems. Therefore, this paper takes the coordination of state-owned enterprise innovation institutions as the fundamental task, and proposes a method of constructing a coordination mechanism based on game theory. Firstly, the state-owned enterprise innovation organization is abstracted into a complex network, and the elements and relationship between the elements in the organization are regarded as the nodes and edges of the network. Then the collaborative dilemma in the network of state-owned enterprise innovation organizations is analyzed, and the game model of individuals and the network as a whole is established. The game model is simulated and the principle of the coordination mechanism to solve the coordination dilemma is qualitatively analyzed. Finally a more effective resource allocation, utilization and integration are formed.
