Firstly, the state-owned enterprise innovation organization is abstracted into a complex network, and the elements and relationship between the elements in the organization are regarded as the nodes and edges of the network. Then the collaborative dilemma in the network of state-owned enterprise innovation organizations is analyzed, and the game model of individuals and the network as a whole is established. The game model is simulated and the principle of the coordination mechanism to solve the coordination dilemma is qualitatively analyzed. Finally a more effective resource allocation, utilization and integration are formed. Abstract
