Abstract
In most of the capital cities of the country, the conurbation phenomenon has arisen the generation of physical and demographic continuities forming two or more population centers. The municipality of Oaxaca has a dual nature of being a state capital city and epicenter of a metropolitan area, along with the consequences it entails for the government’s management performance. This dual condition of Oaxaca is linked to the results of a comparative study of the municipal regulation, made for a set of twelve capital cities. This comparative exercise shows several topics of interest that can have an impact for government management in a conurbation context requiring more attention of the public affairs. If we look at the complexity of the metropolitan area, it will be noted that the regulations designed for the city of Oaxaca are insufficient to fulfill, effectively and efficiently, the municipal services, and problem solving of this urban conglomerate.
