Abstract

The advent of ICT has compelled governments all over the world to incorporate citizens into their functioning. It can be observed in the growth of online service delivery platforms, open data portals, complaint redressal etc. Another form of ICT usage that involves citizens is Digital Citizen Engagement (DCE) platforms which is the use of new media/digital ICTs to create or enhance the communication channels.
