In this study, which we aim to provide information about how the Ottoman local administrators followed the crow flocks in the face of such a problem, what measures they tried to take, how to cope with the problem and how the financial burden was met, the years 1899 and 1911, which we identified and classified in the Prime Ministry Ottoman Archives.
