Based on the scatterers’ echo and motion model, this paper proposes the simplified physical turbulence model and the small eddy turbulence scheme. The theoretical derivation of a Gaussian spectrum of small eddy turbulence is carried out to further reveal the key to the formation of the Gaussian spectrum of meteorological clutter. The simulation results and analysis show the correctness of the proposed model. The advantage of the proposed scheme is that, compared with some other schemes, the generated weather radar echo has better controllable in spatial distribution and spectral characteristics.
