In detail, preliminary factors were extracted through related theories and in-depth interviews, and four counterparts were organized into 22 detailed items through expert Delphi. As for the finally derived urban regeneration planning element, the differences by stakeholders were compared and analyzed through the class analysis technique, and comprehensive priorities were derived. As a result of the analysis, goal rationality, public interest equity, project realization, and cooperative governance were in order.
