The study, based on the theory of meta-cognitive strategies and scientific strategies training based on Intellectualized Management System, proposes ways to improve learners' listening in second language learning after analyzing listening stages. The Intellectualized Management System consists of three major subsystems: running condition detecting system, condition decoding system and fault early warning notice system. The system can collect and assess the data of each student during the process of the listening practice through the first two decoding system. Abstract
