The competition to the skilled personnel is becoming the most remarkable issue among various countries or regions. A lot of countries or regions have successively drawn up the concerned policies or countermeasures in order to attract and retain the skilled personnel. To solve the problem about the fierce rival of the skilled personnel, it is worthwhile to make a thorough research on how to mine the skilled personnel in the angle of the knowledge management because it includes the use, spreading and inheriting of people's intelligent outcomes and the exploiting of people's intelligence which lies in their brain. Therefore, the paper adopts the approaches of gathering, analyzing, refining and innovative expansion, etc to make a study of the skilled personnel's mining path on the base of the knowledge management. First, the paper analyzes the flow trend of the skilled personnel under the globalization. Then it explores the relationship between the skilled personnel mining and the knowledge management.
