European Commission (EC) presented in December 2003 directives of the European Parliament and Council for the end users. The paper presents a bottom-up methodology for energy efficiency improvements in building sector in Serbia. This methodology is based on the harmonized bottom-up method, reffering to four stages calculation. It is defined in the project “Evaluation and monitoring for the EU directive on energy end-use efficiency and energy services” with a set of calculations and case applications.
