On personnel staff for club institutions of Verkhnekolymsky District of the Sakha Republic (Yakutia): problems and decisions

Abstract

На основе ранее неизученных материалов в статье рассматривается современная кадровая ситуация в муниципальных клубных учреждениях Верхнеколымского улуса (района) Республики Саха (Якутия) по её определяющим составляющим: текучесть кадров, гендерный, возрастной состав, образовательный уровень. В качестве объекта исследования избран один из отдаленных арктических районов со своей местной спецификой. На основе статистических данных анализируются актуальные проблемы обеспечения кадрами культурно-досуговых учреждений района. Данная проблема является самой актуальной и острой проблемой в сфере политики в области организации культуры и искусства. Рассматривается структура сети муниципальных клубных учреждений Верхнеколымского улуса (района) Республики Саха (Якутия). Приведены конкретные цифровые показатели по перемещаемости специалистов, наличию среднего и высшего образования работников культуры и искусства района. Исследование проведено с учетом динамики выявленных показателей за последние годы. Выявленные материалы и полученные результаты могут быть востребованы не только в научно-исследовательских целях, но также имеют прикладной характер. Они могут служить основой для разработки образовательных программ, а также и практическим руководством в современной практике государственного и муниципального управления. На основе проведенного исследования сформулированы предложения в области обеспечения кадрами клубных учреждений улуса: создание условий для профессионального роста специалистов, преемственности, системности пополнения кадрами, формирования взвешенной кадровой политики в сфере культуры и искусства Верхнеколымского улуса (района) Республики Саха (Якутия). Based on previously unexplored materials, the article examines the current staffing situation in municipal club institutions of Verkhnekolymsky Ulus (District) of the Sakha Republic (Yakutia) in terms of its determining components: staff turnover, gender, age composition, and educational level. One of the remote Arctic regions with their local characteristics was chosen as the object of study. Based on statistical data, the actual problems of providing personnel for the cultural and leisure institutions of the region are analyzed. This problem is the most urgent and acute problem in the field of politics in the field of organization of culture and art. The structure of the network of municipal club institutions of Verkhnekolymsky Ulus (District) of the Sakha Republic (Yakutia) is considered. Specific digital indicators on the mobility of specialists, the presence of secondary and higher education of cultural and art workers of the region are given. The study was conducted taking into account the dynamics of the identified indicators in the recent years. The revealed materials and the results obtained can be used not only for research purposes, but also have an applied character. They can serve as the basis for the development of educational programs, as well as practical guidance in the modern practice of state and municipal government. On the basis of the study, proposals were formulated in the field of staffing club institutions of the ulus: the creation of conditions for professional growth of specialists, continuity, systematic replenishment of personnel, the formation of a balanced personnel policy in the field of culture and art in Verkhnekolymsky Ulus (District) of the Sakha Republic (Yakutia).
