The Japanese government proposed a disaster prevention 4.0 future project through the experience of the Hanshin Awaji earthquake and the Great East Japan earthquake, and suggested a direction shift from government-centered response to community-centered. The main goal is to recognize disaster response as their own work and to take responsibility for self-family and community safety, emphasizing the importance of self-disaster organization in the region, as well as roles, linkages and cooperation. In Korea, there are similar organizations such as volunteer fire brigade and local autonomous disaster prevention organization, but there are concerns about the role of actual disaster occurrence due to the aging of members and passive attitude.
