Abstract
The purpose of the current article is, by analysing the experience of the state of emergency brought about by the COVID-19 pandemic, to contribute to clarifying the frame of actions and powers of government, determining significant restrictions of fundamental rights (the right of individuals to private life and the right to freely choose an occupation) in emergency situations related to the pandemic.
