Abstract

The urgent problems existing in the field of an assessment and quality management of functioning of higher education institutions are revealed. The analysis of the most known ratings of higher education institutions is carried out. The reasonable division of methods of an assessment and management of higher education institutions increasing efficiency and focus of processes of transformation according to the set purposes is carried out. The option of possible development on the basis of the principle of competitive harmonization is reasonable. The option of an assessment of influence of the realized approach on the state sovereignty is offered. Formalistic approaches of a quantitative assessment of possible options of improvement of quality of functioning of higher education institutions are offered.
