Abstract
Bringing civilian and military closer is not easy due to difficulties in compatibility of the protection reflex from the first and
partiality from the second. However the complexity of the current crisis doesn’t allow a unique solving actor anymore. Only
the involvement of all the stakeholders of security, governance and development is potentially a solution. Comprehensive
Approach is therefore the option recommended by all the international organizations, and in particular NATO. For that, it is
