Applying the Extractive Industries Transparency Initiative (EITI) to Exploring and Managing Sand and Gravel Mining in Nghe An Province for the Aim of Sustainable Development (A Case Study of Tan Ky District, Nghe An Province)

Abstract

Nghe An has a large mineral reserve of sand and gravel due to its dense river system with a high amount of silt and sedimentation, which represents an opportunity for the construction materials business to contribute to the local economy's growth. However, the management of mineral exploitation currently has some shortcomings, such as limitations in business licensing, environmental pollution, and lack of transparency in revenue management,... This has not only hindered the ecological, socio-economic development of the locality over the past years, but also negatively affected the health and well-being of people living in mining areas and surrounding areas. The article will examine the situation of sand and gravel mining in Nghe An province (a case study of Tan Ky district) and propose the application of the Extractive Industries Transparency Initiative (EITI) standards to this activity. The application of this set of criteria will assist the locality in effectively managing sand and gravel mining activities, ensuring a stable socio-ecological environment, and assisting in the long-term and sustainable exploitation of sand and gravel.
