Research on the Construction of Emergency Material Support System Based on Entrepreneurship — “Red Society” Dilemma and Public Governance

Abstract

Relying on the "entrepreneurship" to overcome bureaucracy and establish an efficient government is an important content of modern new public governance. During the outbreak of covid-19, "red society" was criticized for its responsibility in the emergency material support work. Therefore, a sound emergency material support system should not adopt the traditional government's all-embracing mode, but should better play the role of the social material system. Based on the analysis of the dilemma of the "Red Society" under the traditional public governance, this paper puts forward the idea of constructing a normalized emergency material support system under the supervision of the government and the market operation based on the entrepreneurship, so as to effectively enhance the emergency response capability, improve the allocation efficiency of emergency materials between the government and the Red Cross, and create higher social benefits.
