Faktor Penghambat Pelaksanaan Pelayanan Pajak Kendaraan Bermotor Secara Online di Samsat Kota Metro Tahun 2019

Abstract

Abstract: Bureaucracy is a government instrument to create efficient, effective, fair, transparent and accountable public services. This means that to be able to carry out government functions properly, bureaucratic organizations must be professional, aspirational and have a high responsiveness to the demands of the people being served so that service user communities are satisfied with the services they receive. Based on the results of research at the Metro City Samsat office in motor vehicle tax services it can be stated that the online Samsat system in Metro City functions in helping the process of finding taxpayer data when paying taxes. The obstacles encountered in the online tax payment process are the speedy network system which is often an error caused by other non-technical factors such as weather, besides the inadequate computer capacity. Excellent and skilled human resources in their fields are still lacking in online samsat operations in Metro City. This resulted in less effective use of Samsat online media in Samsat Metro City.Keywords: Public Services, Government Bureaucracy, Good Governance Abstrak: Birokrasi merupakan instrumen pemerintah untuk mewujudkan pelayanan publik yang efisien, efektif, berkeadilan, transparan, dan akuntabel. Hal ini berarti untuk mampu melaksanakan fungsi pemerintahan dengan baik maka organisasi birokrasi harus profesional, aspiratif dan memiliki daya tanggap yang tinggi terhadap tuntutan masyarakat yang dilayani agar masyarakat pengguna jasa merasa puas terhadap pelayanan yang diterimanya. Berdasarkan hasil penelitian pada kantor Samsat Kota Metro dalam pelayanan pajak kendaraan bermotor dapat dikemukakan bahwa sistem Samsat online di Kota Metro berfungsi dalam membantu proses pencarian data wajib pajak saat pembayaran pajak. Kendala-kendala yang ditemui dalam proses pembayaran pajak secara online adalah sistem jaringan speedy yang sering error yang diakibatkan oleh faktor non teknis lainnya seperti cuaca, selain itu kapasitas komputer yang belum memadai. Sumberdaya manusia yang unggul serta terampil dalam bidangnya masih kurang dalam pengoperasian samsat online di Kota Metro. Hal ini mengakibatkan kurang efektifnya penggunaan media samsat online di samsat Kota Metro.Kata Kunci: Pelayanan Publik, Birokrasi Pemerintah, Pemerintahan yang Baik.
