The article identifies measures to expand organizational autonomy in domestic higher education institutions: the spread of decentralization of higher education; development of normative legal acts to increase the legal field of practical activity of universities; termination of participation of representatives of the Ministry of Education and Science of Ukraine in the election of the rector; weakening the procedure for participation in the governing bodies of representatives of civil society and commercial organizations. Abstract

The article considers the need for the introduction of university autonomy, which will allow higher education institutions to be independent, self-sufficient. The state and tools of introduction of organizational autonomy in higher education institutions of Ukraine are analyzed. 文章认为有必要引入大学自治,这将使高等教育机构能够独立,自给自足。分析了乌克兰高等教育机构引入组织自治的现状和工具。规定高等教育机构有权:在立法范围内自主制定校长选举程序;确定学术结构(科学、教育科学、研究、研究和生产机构、学院、部门);创建法律实体(形成创新结构,以确保执行其法定任务和实施创新项目);调整监督和学术委员会的外部代表人数(包括潜在雇主参与其管理机构和教育计划的发展和现代化)。本文提出了扩大国内高等教育机构组织自主权的措施:扩大高等教育分权;制定规范性法律行为,扩大高校实践活动的法律领域;终止乌克兰教育和科学部代表参加校长选举;削弱民间社会和商业组织代表参加理事机构的程序。乌克兰高等教育机构组织自治的实施状况是通过使国内高等教育法律框架适应欧洲大学协会确定的高等教育水平评估指标来确定的。
