The 2001 Quadrennial Defense Review (QDR) identified logistics transformation as a key transformation pillar. Specifically, the QDR mandated logistics enterprise integration, a reduction in logistics demand, and a reduction in the cost of logistics. One tool the Department of Defense (DOD) identified for use in achieving these goals is performance-based logistics (PBL).
