To design an evacuation and mitigation plan effectively, it should be based on the measurement of potential pattern that created on the spatial nature of urban center. Philippines is chosen as a case study because it is known that it still experiencing some natural disaster seasonally, including Naga City that still has a poor evacuation planning, such as urban-scale assembly point plan. The space syntax method is used to determine the quality degree of evacuation planning to assembly point in scale such as sub-urban or urban scale, where in this research is applied in urban center of Naga City. The quality is assessed by several indicators, including connectivity, choice, integration, nodes, and depth.
