At the same time, the total amount of rural garbage production in China is also increasing. In 2017, the amount of rural garbage production in China increased to 5.09 billion tons, but the harmless treatment rate of domestic garbage in established towns and townships is only 51.17% and 23.62% respectively. The increasing amount of rubbish in rural areas and its unscientific disposal methods have a certain negative impact on the ecological environment. Institutional engineering introduces the design method and analysis method of engineering organizational system, and puts the system into mathematical model and structure, so that the system maker can design and analyse organizational system in a more rational and quantitative way. 基于制度工程的中国农村垃圾分类现状研究
随着中国农村经济的快速发展和城市化水平的逐步提高,中国农村村民的生活水平大幅提高,消费能力日益增强。与此同时,中国农村垃圾生产总量也在不断增加。2017年,全国农村垃圾产生量增至50.9亿吨,但建制乡镇生活垃圾无害化处理率仅为51.17%和23.62%。农村垃圾的不断增加及其不科学的处理方法对生态环境产生了一定的负面影响。制度工程引入了工程组织系统的设计方法和分析方法,并将系统化为数学模型和结构,使系统制定者能够更加合理和定量地设计和分析组织系统。本文基于制度工程的理论和方法,从行为资源、行为奖励、行为成本和观察强度四个方面分析了中国农村垃圾分类的现状,并提出了改进建议,以期提高农村垃圾分类的有效性,改善生态环境,促进资源节约。
