Russian Abstract: Подготовка кадров высшей квалификации является важнейшим компонентом формирования кадрового потенциала инновационной экономики. Доклад посвящен анализу функционирования национальной системы подготовки научно-педагогических кадров на современном этапе и выявлению противоречия между нарастающей потребностью современного общества и государства в кадрах высшей квалификации не только для науки и высшей школы, но и для высокотехнологичных отраслей экономики, сферы инновационного бизнеса, и сохраняющимся подходом к оценке эффективности аспирантуры.

English Abstract: The training of highly qualified personnel is an essential component of the formation of the human resource potential of an innovative economy. The report is devoted to the analysis of the functioning of the national system of training scientific and pedagogical personnel at the present stage and to identify the contradiction between the growing demand of modern society and the state for highly qualified personnel not only for science and higher education, but also for high-tech industries, the innovation business, and the persisting approach to assess the effectiveness of graduate school.
