HISTORICAL AND LEGAL PREREQUISITES FOR THE EMERGENCE OF POLICE FUNCTIONS IN THE SYSTEM OF AUTHORITIES OF THE ANCIENT RUSSIAN STATE (IX – MID - XIII CENTURIES)

Abstract

The article deals with the problem of the genesis of police functions in Russia. The directions of historical and legal analysis of the prerequisites for the emergence of police functions are presented. The materials of the article reveal the factors that caused the peculiarity of police functions in the system of the Old Russian state, which is usually understood as the so-called pre-Mongol period of the IX -mid-XIII centuries. The paper reveals the interdependence of the level of development of the state and law, law enforcement and police functions. The analysis of the factors of the emergence of the latter made it possible to identify the initial prerequisites for the genesis of domestic police func-tions in the system of authorities of the Ancient Russian state.
