Introduction The main trends and directions in the development of mobile satellite communication (MSS) in Russia are reflected in the Federal Space Program for the period of 1994-2000 (Federal Program), approved by the Government of Russia in December 1993. The start of creation of mobile means for satellite communication in the USSR and Russia was initiated in late 1970 by the launch of Horizont satellite, at which the C/L-band transponder was installed.
