Abstract
The paper intended to evaluate the capacity reduction in ice or snow condition. The model for traffic capacity of road was built, and simulated by VISSIM. The result shows that the traffic capability of the road covered by snow and ice is only 29.85% to 41.63% of normal. Therefore, it is necessary to take full accounts of the traffic capacity reduction in snow and ice condition.
