A sample of 12 individuals was selected using snow ball sampling method. Data was collected using semi-structured interviews and theme analysis was performed to analyze the data. Results: In this study, three encompassing contents including organizational factors, context factors and psychological factors; 11 organization contents & 72 basic contents were extracted. Conclusion: Developing a virtual education ethics model can help improve virtual education in universities and higher education institutions. Abstract
