Because of the distinct features of vehicular network i.e. high mobility, clustered movement, and directional behavior new mechanisms are required to effectively manage the dynamic resources that vary in type and availability. This research paper proposes formation of a Vehicular Cloud for using In-Vehicular resources. We introduce a scalable hierarchical Vehicular Cloud network model based on Road-Side Access Point (RSAP) regions for identifying In-Vehicular resources which compensates for its non-optimal behavior by considering the mobility pattern of vehicular nodes.
