In addition, cities similar to Learning Cities, which have not yet joined the system, were selected and a \"comparative analysis\" was made with the learning cities, and their difference with Learning Cities was revealed. According to the results of the analysis, the areas where Learning Cities were successful and unsuccessful in urban development were determined.
