ANALISIS IMPLEMENTASI SISTEM INFORMASI MANAJEMEN RUMAH SAKIT (SIMRS) PADA UNIT REKAM MEDIS DI RSUD KABUPATEN BUTON TAHUN 2023

Abstract

Abstrak Latar Belakang: Sistem Informasi Manajemen Rumah Sakit (SIMRS) pada unit rekam medis adalah sistem informasi berbasis komputer yang digunakan sabagai gudang penyimpanan informasi secara elektronik mengenai status kesehatan serta layanan kesehatan yang diperoleh pasien. Di Indonesia diwajibkan setiap rumah sakit menerapkan SIMRS, berdasarkan UU No. 44 Tahun 2009. Namun, dalam proses implementasi SIMRS dalam unit rekam medis di RSUD Kabupaten Buton terdapat beberapa kendala seperti pada jaringan internet yang kurang baik, dan pengguna sistem yang belum menguasai aplikasi yang digunakan. Tujuan: Mengetahui implementasi SIMRS pada unit rekam medik di RSUD kabupaten Buton tahun 2023 dilihat dari komponen manusia, organisasi, dan teknologi. Metode: Jenis penelitian yang digunakan adalah penelitian kualitatif case study. Teknik penentuan sampel dalam penelitian ini menggunakan purposive sampling. Informan dalam penelitian ini adalah Direktur RS, Petugas IT, kepala ruangan, dan staf RM. Teknik pengumpulan data dilakukan berdasarkan trianggulasi data. Hasil: Hasil penelitian menunjukan bahwa pada variabel human, staf rekam medik sudah mengikuti pelatihan namun staf rekam medik dalam menjalankan SIMRS belum sepenuhnya baik. Pada variabel organization, belum ada dukungan yang diberikan oleh manajemen puncak, fasilitas yang disediakan masih kurang, performa komputer juga lambat karena spesifikasi RAM yang kecil, dan belum ada SOP penggunaan SIMRS. Pada variabel technology, informasi yang dihasilkan sesuai dengan kebutuhan penggunanya. Kesimpulan: Penerapan sistem informasi manajemen (SIM) rekam medis sudah tergolong baik, tetapi dalam implementasinya masih terdapat beberapa kendala, sehingga perlu adanya perbaikan dalam penerapan SIM rekam medik. Abstract Background: The Hospital Management Information System (SIMRS) in the medical record unit is a computer-based information system that is used as an electronic repository of information about the health status and health services obtained by patients. In Indonesia every hospital is required implement SIMRS, base on Law No. 44 of 2009. However, in the process of implementing SIMRS in the medical record unit at the Buton Regency Hospital, there were several obstacles such as the poor internet network, and system users who had not mastered the applications used. Objectives: This study aims to deeple find out the implementation of SIMRS in the medical record unit at Buton Regency Hospital in 2023 in term of human, organization and technology components. Methods: The type of research used is qualitative case study. The sampling technique in this study used purposive sampling. The informants in this study were the hospital director, IT officer, head of the room, and RM staff. Data collection techniques were carried out by data triangulation. Results: The results showed that in human variables, however medical record staff had attended training, medical record staff in running SIMRS were not fully good. In the organization variable, problem captured was no support from top management, lack of facilities, bad computer performance due to small RAM, and no Standard Oprational Prosedure (SOP) for SIMRS. On technology, the resulting information is in accordance with the needs of its users. Conclusion: The application of a medical record management information system is quite good, however in its implementation there are still some obstacles, so there is a need for improvement in the application of medical record SIM.
