Failure in management will have profound implications for public service delivery. In this paper, the challenges in government management of the public sector are considered from a result of view arising from the 'silo' culture of which an organization is not aware of its existence. Abstract

The 'silo' culture describes the attitudes and values that exist among employees which shape their mindset and, subsequently, the culture of how they work. This attitude and value are easily experienced in large organizations such as the public sector, that face various bureaucratic problems. This is because the bureaucracy itself establishes a variety of rules and thus sets formal rules for individual employees. This poses a major challenge to management in the public sector. Failure in management will have profound implications for public service delivery. In this paper, the challenges in government management of the public sector are considered from a result of view arising from the 'silo' culture of which an organization is not aware of its existence. Therefore, it is hoped that this discussion can help strengthen aspects of public sector management and further improve the integrity of public servants in Malaysia.
筒仓文化:公共部门管理的挑战
