Abstract

At the view of bidder to consider what tender offer could be taken when the employer take evaluating of the lowest evaluated price method, and use game theory to build multiplayer model. According to the tender offer is the function of cost, and the distribution function of cost can satisfy with independent distribution, so the tender offer can be provided for the different distribution function of cost under the condition of the maximum profit and probability, and also concluded the empirical formula for the bid. At last, according to the model to deal with the factors what influence the tender offer.
