Abstract
A new charging scheme is presented for the electronic road pricing (ERP) system, which would be based on distance traveled on different roads determined by integrated GPS positioning and digital road network database in GIS. System architecture consists of in-vehicle unit (IU) and the control center system (CCS) for the scheme is described. Technical considerations in the system, including road network map database design and development, integrated positioning algorithm, wireless communication between vehicles and the control center, as well as the charge calculation methods are elaborated on. Several test results demonstrated the effectiveness of the new method.
