By examining the stunting case in Trenggalek, it indicates that the institutionalization of mandatory governmental health affairs by the government at the local level as a result of the division of central and regional authority in Indonesia does not work in a value-free area, and is often carried away so that there is no strong health institution at the local level . The absence of institutionalization of the health problem of stunting is inseparable from the neglect of knowledge about stunting in the community which is gradually infiltrating the state's logic at the local level. The data in this paper were searched using in-depth interviews with policy makers, parents of stunting children, health service providers for stunting children, and village officials in Trenggalek Regency. The result is that there is a logical change in thinking from stunting as a health problem to stunting, a social problem that must be resolved by various sectors.
