The absence of institutionalization of the health problem of stunting is inseparable from the neglect of knowledge about stunting in the community which is gradually infiltrating the state's logic at the local level. The data in this paper were searched using in-depth interviews with policy makers, parents of stunting children, health service providers for stunting children, and village officials in Trenggalek Regency. The result is that there is a logical change in thinking from stunting as a health problem to stunting, a social problem that must be resolved by various sectors. Abstract
