However, this adequate teachers-students ratios does not occur evenly across the country. One of the most fundamental problems is the unequal distribution of teachers in some areas that are far from urban areas, especially in special areas: disadvantage, remote, and border areas. To resolve the problems, the government through Ministry of Education and Culture formulating a teachers structuring and equalizing policy program. This research was conducted by using descriptive qualitative explanatory research approach to assess the implementation of it.
