The construction and implementation of a scientific, complete and systematic evaluation system of secondary colleges in colleges and universities, can contribute to the construction of \"Double First-class\" in China, and provide theoretical and practical references for the construction of \"A Powerful Country in Higher Education\". This paper reviews the research status of the performance evaluation of secondary colleges at home and abroad, and analyzes the problems in the performance evaluation of secondary colleges in China. Besides, we study the factors affecting the performance evaluation from external policy environment factors, internal governance institutional factors, natural social environment factors and personal factors and then establish the performance evaluation index system of secondary colleges. Based on the analysis mentioned above, the analytic hierarchy process and fuzzy comprehensive evaluation method are used to determine the evaluation model to comprehensively evaluate the performance of the secondary colleges.
