Abstract
When Indonesia has become an oil-importing country, biofuel has become an alternative fuel option. The utilization of biofuel accelerated when the government required 20% biodiesel blending into diesel oil or B-20 in 2016, increasing to B-30 in 2020. The biodiesel policy in Indonesia is driven by regulation and relies heavily on subsidies. Standardization becomes the one of references for biodiesel policies, so this study aims to analyze the involvement of stakeholders in the development and implementation of biodiesel standards in Indonesia. This study was conducted with a qualitative approach where the data obtained in this study came from Focus Group Discussions, B-30 Trial Results Reports, and regulations published by the Government of Indonesia. This study shows that 17 regulations support the implementation of biodiesel in Indonesia. Standardization is one of reference for the regulations in which there are 39 stakeholders involved in the development and application of biodiesel standards in Indonesia. The acceptance of biodiesel has become a concern for the government through road tests on biodiesel blends in vehicles. Because the sustainability of the policy for implementing biodiesel in Indonesia is very dependent on subsidies, it is necessary to develop a business model that can encourage a broader biofuel market.
