Quantitative data were evaluated by using Importance-Performance Analysis(IPA), leading to categorizing the IMO measures into three groups of strategies. The evaluation is further interpreted by qualitative interview data. \nResults : Measures to improve the energy efficiency of ships and operations as well as market-based measures fall into a “keep up the good work” strategy owing to high importance and performance.
