A simulation analysis and social cost analysis were conducted in this study in an attempt to analyze the effect of incident management system. A comparison between normal situation and incident was carried out for simulation analysis and the evaluation indices such as travel time, waiting cars and accident time lasted were selected. The accident time lasted was set as 30 and 60 minutes for analysis.
