Based on the online public opinion filed and theory of reasoned action, this paper constructed the public opinion diffusion behavior model of public emergencies, and introduced the government information publishing strategy as a moderator. Investigating the influence mechanism of different government information publishing strategies on media information and personal perception relationships is the key focus of this paper. The results showed that the source credibility and information popularity affect the people's psychological perception (perceived opinion of leaders, flow experience, perceived risk, emotional attitude), which ultimately affects the public opinion diffusion behavior.
