The paper has two main aims: (a) to develop a new index for measuring the attrition in mobility due to the restrictions adopted by governments in order to contain the spread of COVID-19. The robustness of the proposed index is checked by comparing it with the Oxford Stringency Index. The second goal is (b) to test if and how digital footprints (Google data in our case) can be used to measure human mobility. The study considers Italy and all the other European countries.
