关于应对Covid-19的法律视角的文献，特别是国家间的比较研究仍然很少，因此本研究旨在通过对东盟五国(印度尼西亚、马来西亚、新加坡、泰国和菲律宾)的比较研究来分析应对Covid-19大流行的法律视角。本研究采用规范的法律研究方法和比较描述。研究结果表明，所有国家都注重卫生、社会和经济复苏部门。
