The method used in this research is descriptive qualitative method with data collection from primary and secondary data. The data collection is done by interview and documentation process. In this research, the writer analyzes the data by collecting various data, sorting and filtering, and linking it with the chosen theory. The result of this research is the role of UNHCR in dealing with refugees in Cisarua District is as an instrument. This role can be seen from the UNHCR whose main objective is to provide protection and assistance and asylum status to refugees in this case can be carried out.
