It was decided to suspend Paraguay because the member states concluded that the impeachment process of Paraguayan President Fernando Lugo did not follow democratic principles. Since the event raised questions and controversies, the article contributes to an explanation of the decision-making process that culminated in the political suspension of Paraguay from the regional bloc.
