Vysotska","doi":"10.21303/2504-5571.2021.002195","DOIUrl":null,"url":null,"abstract":"A comparative comprehensive analysis of the socio-pedagogical problem field of modernization of the educational system of Ukraine and the EU in the context of administrative reform and taking into account economic needs and the establishment of universal democratic values has been conducted. \nA comparative pedagogical study of the theoretical, organizational, methodological and regulatory principles of reforming the educational system of Ukraine, which is currently acquiring national features and integrated into the world educational space, has been carried out. \n Conceptual principles of reforming the educational system of Ukraine as a basis for improving the quality of life of citizens from the standpoint of an innovative educational project in the context and professional psychological and pedagogical aspects of training in the field of educational policy have been theoretically substantiated. The provision is that education, like other institutions of public life, requires operational and strategic management actions, aimed at its modernization and renewal. \nA conceptual integral dynamic model of reforming educational policy in Ukraine with substantiation of methodological approaches and theoretical positions has been developed on the basis of comparative pedagogical research. \nA necessity of expansion and qualitative improvement of the network of preschool educational institutions has been proved. \nThere are trends that Ukrainian secondary education will eventually become on a par with the world standards of secondary school. \nA need to create and coordinate a strong system of out-of-school education in Ukraine has been justified, as the mass unemployment of children and youth in out-of-school time entails huge negative consequences. \nPeculiarities of reforming the system of training of working professions and vocational education in Ukraine have been specified. \nA strategic issue is the state policy on teacher training. \n Ukrainian origins of the phenomenon of pedagogical skill as a fundamental basis of the theory and practice of educational policy to improve the quality of teaching and learning in EU countries have been revealed. \nA necessity of development of a target program of professional and pedagogical selection and preparation of experts in the field of educational policy for Ukraine and an algorithm of estimation of its efficiency on the basis of the comparative analysis has been proved. \nThe content of the concept of \"educational policy\" has been clarified, knowledge of the regulatory framework for reforming educational policy in the EU has been deepened.","PeriodicalId":33606,"journal":{"name":"EUREKA Social and Humanities","volume":"58 1","pages":""},"PeriodicalIF":0.0000,"publicationDate":"2021-11-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":"1","resultStr":"{\"title\":\"Processes of reforming the educational policy of Ukraine and the countries of the European Union: a comparative analysis\",\"authors\":\"V. 摘要

在行政改革的背景下,考虑到经济需要和建立普遍民主价值观,对乌克兰和欧盟教育系统现代化的社会教育问题领域进行了比较全面的分析。对乌克兰教育制度改革的理论、组织、方法和管理原则进行了比较教学研究,乌克兰的教育制度目前正在获得国家特色并融入世界教育空间。改革乌克兰教育制度的概念原则,作为从创新教育项目的角度提高公民生活质量的基础,以及教育政策领域培训的专业心理和教学方面,已经在理论上得到证实。规定是,教育同其他公共生活机构一样,需要采取业务和战略管理行动,以使其现代化和更新。在比较教育学研究的基础上,建立了乌克兰教育政策改革的概念整体动态模型,并对方法方法和理论立场进行了实证。学前教育机构网络的扩张和质量提升的必要性已经得到了证明。有趋势表明,乌克兰的中等教育最终将达到与世界中等教育水平相当的水平。有必要在乌克兰建立和协调一个强有力的校外教育制度,这是有道理的,因为儿童和青年在校外大量失业会造成巨大的负面后果。详细说明了乌克兰职业培训和职业教育制度改革的特点。一个战略问题是国家对教师培训的政策。乌克兰起源现象的教学技能作为教育政策的理论和实践的根本基础,提高了欧盟国家的教与学质量。已经证明有必要为乌克兰的教育政策领域制定专业和教学选择和准备专家的目标方案,并在比较分析的基础上估计其效率的算法。澄清了“教育政策”概念的内容,加深了对欧盟教育政策改革监管框架的认识。
