The cyclical nature of world economic processes, on the one hand, creates a conditionally reproducible and therefore predictable model of the external environment, but on the other hand, this environment is dynamically uncertain, and the methods of overcoming this uncertainty are the tools of strategic forecasting, planning and strategizing. The proposed article is the first in a series of articles on the limits of the effectiveness of strategic planning methods in public administration and is devoted to cyclicity and the challenges associated with it.
