Bnо-Ayrian","doi":"10.31471/2409-0948-2019-1(19)-21-30","DOIUrl":null,"url":null,"abstract":"Based on the theoretical analysis of possible options for interaction between the parties to international negotiation processes, presented in the form of a typical negotiating pair, namely a system of two functional units, negotiating groups from the parties, each of which can use well-known searching and decision-making technologies to achieve mutually beneficial and mutually acceptable solutions in the absence of the Best Alternative To a Negotiated Agreement (BATNA), the article demonstrates that the results of interaction and negotiations between two independent functional units depend on the value of so-called coefficients of their subjectivity calculated as a ratio of the number of objects of its influence to the number of subjects in the system of public administration, which can influence the behaviour and decisions of the group. \nThe article proves that in the absence of the Best Alternative To a Negotiated Agreement (BATNA), the subjectivity coefficients of the parties should be approximately equal. 摘要

基于对国际谈判进程各方之间相互作用的可能选择的理论分析,以典型谈判对的形式提出,即两个功能单位的系统,来自各方的谈判小组,每个小组都可以使用众所周知的搜索和决策技术,在没有谈判协议的最佳替代方案(BATNA)的情况下实现互利和相互接受的解决办法,本文论证了两个独立的职能单位之间的相互作用和协商的结果取决于所谓的主体性系数的值,即其影响对象的数量与公共行政系统中主体数量的比率,这可以影响群体的行为和决策。本文论证了在协商协议最佳替代方案(BATNA)不存在的情况下,当事人的主体性系数应该近似相等。它表明国家谈判小组在能源外交领域的主体性很低,并决定可以通过建立一个隶属于乌克兰总统行政当局的专门能源外交结构来促进其主体性水平的提高,该结构将雇用在国民经济能源供应领域受过专业外交教育和有经验的专家。从而最大限度地减少旨在故意使后者向外国战略参与者倾斜的因素、内部商业结构及其协会的腐败计划等对国家能源外交和缔结的国际条约的影响。
