For this purpose, an analysis is made and the possibilities for assessing the effectiveness of human resources management are considered. The presented information will be used to assess and measure the lost benefits and gaps in human resource management in different regions. A review of the contribution of human resources to the achievement of regional economic growth will be made, taking into account the problems of employment and unemployment in the regions of the country as a result of the COVID-19 pandemic. By increasing the efficiency of human resources management, it will be possible to increase employment and reduce unemployment, as well as to achieve regional economic growth.
