ON SOME ISSUES OF INTERACTION OF LAW ENFORCEMENT AUTHORITIES OF THE RUSSIAN FEDERATION IN THE FIGHT AGAINST CYBERCRIMES

Настоящая статья посвящена анализу современных проблемных вопросов, возникающих при организации деятельности органов внутренних дел по раскрытию преступлений и расследованию уголовных дел, возбужденных по фактам совершения киберпреступлений. Авторы отмечают, что факторы, влияющие на состояние преступности, детерминируют и изменения в практике деятельности оперативных и следственных подразделений органов внутренних дел. Современные цифровые технологии помимо очевидных преимуществ предопределили возникновение новых подходов к организации оперативно-розыскной деятельности. Расширение у сотрудников правоохранительных органов границ знаний, навыков и умений в сфере процессов функционирования информационно-телекоммуникационных технологий (далее — ИТТ) кардинально изменило не только объекты поиска, добывания, сбора, анализа и использования информации, представляющей оперативный интерес и имеющей доказательственное значение по уголовным делам, но и подходы к использованию «традиционных» методов оперативно-розыскной деятельности This article is devoted to the analysis of modern problematic issues that arise in the organization of the activities of internal affairs bodies to solve crimes and investigate criminal cases initiated on the facts of committing cybercrimes. The authors note that the factors influencing the state of crime also determine changes in the practice of the activities of the operational and investigative units of the internal affairs bodies. Modern digital technologies, in addition to the obvious advantages, predetermined the emergence of new approaches to the organization of operational-search activities. The expansion of the boundaries of knowledge, skills and abilities among law enforcement officers in the field of information and telecommunication technologies (hereinafter referred to as ITT) has radically changed not only the objects of search, acquisition, collection, analysis and use of information of operational interest and evidentiary value in criminal cases, but also approaches to the use of “traditional” methods of operational-search activity.
