摘要

为了规范公共资源交易活动,提高公共资源交易平台的运营效率,本文对公共资源交易平台的绩效进行了研究。考虑“投入-过程-产出-效果”四个层次,构建了公共资源交易平台的三层28维绩效评价指标体系。并在此基础上综合了熵权法、灰色聚类法和模糊综合评价法。采用熵权法确定指标权重,采用灰色聚类法确定指标在灰色类上的隶属度值,并将其转化为矩阵。然后采用模糊综合评价法确定评价值,最后进行平台绩效评价,为学术研究者开展公共资源交易平台绩效评价的后续研究提供理论支持。
